Presentation of the members
Normand Boucher
Center for Interdisciplinary research in rehabilitation and social integration
Mr. Normand Boucher has been involved in the Quebec Disability Rights Movement for over 10 years. He was a member of Quebec Association for Postsecondary Students with Disabilities Board of Directors and was one of the Association des étudiantes et étudiants handicapés de l'Université Laval's (ADÉHUL) founder. He currently is responsible for the Comité d'Action des Personnes Vivant des Situations de Handicap (CAPVISH) habitation dossier, where he contributed to the development of an online inventory of accessible bulidings and accommodations (BLAC) in Quebec city area. M. Boucher studied political science and sociology at Université Laval, where he obtained its Ph.D in sociology in 2001. Since 1994, he has been working closely with the International Network on Disability Creation Process on social research projects centered on participatory action research and sociopolitical changes issues.
He also pursed postdoctoral studies at the Centre for Disability Studies at Leeds University in the United Kingdom. Since 2002, he has collaborated with the Laboratoire de recherche sur les pratiques et politiques sociales (LAREPPS) team from Université du Québec à Montréal and became associate professor in the School of Social Work at Laval University. More recenty, he joined the Centre for Interdisciplinary Research in Rehabilitation and Social Integration (CIRRIS) located at the Institut de réadaptation en déficience physique de Québec (IRDPQ)
Pierre Castelein
Groupe Pluridisciplinaire de Recherche et de Développement de Modèles Holistiques de Réadaptation - GRAVIR, Belgium
Pierre Castelein is the Centre de recherche et d’études appliquées et coordinateur de la section ergothérapie du département paramédical director in the Haute École Libre de Bruxelles Ilya Prigogine, as well as the president of the not-for-profit organization Groupe Pluridisciplinaire de Recherche et de Développement de Modèles Holistiques de Réadaptation (GRAVIR). This last group distributes Quebec Disability Creation Process and measurement tools, such as Assessment of Life Habits (ALH), in Belgium, France and Switzerland. GRAVIR is also active into formation and research at the international level.
Besides being part of RIPPH board of directors, Pierre Castelin is the GIFFOCH - Groupe International Francophone pour la Formation des Classifications du Handicap (Quebec-France-Switzerland-Belgium) co-founder and has been a member of Groupe conseil du réseau francophone des classifications CIF-PPH du CTNERHI (France).
Gilles Cloutier
Fédération québécoise des centres de réadaptation en déficience intellectuelle - FQCRDI
Mr. Cloutier holds a Ph.D in Educational Psychology from Université du Québec à Trois-Rivières and has been striving for many years for the promotion of the rights of persons with disabilities. He notably participated to the desinstitutionalization of people with intellectual disabilities housed in rehabilitation centers. He also managed the Office des personnes handicapées du Québec's (OPHQ) «Programme de soutien aux organismes de promotion et de défense des droits», as well as, collaborated to the development of specialized services for people with intellectual disabilities and autism spectrum disorders at the Fédération québécoise des centres de réadaptation en déficience intellectuelle et en troubles envahissants du développement. He finally contributed to the development of research in the disability field when he held the position of Director of research, education and quality at the Centre de réadaptation en DI et TED Mauricie/Centre-du-Québec - Institut universitaire.
He currently is a member of the American Association on Intellectual and Developmental Disabilities - Chapter Québec and of the Consortium national de recherche pour l'intégration sociale Board of Directors.
Mr. Cloutier has served as a member of the INDCP Board of Directors since 2005. He advocates for the integration and cohabitation of conceptual models of disability to improve the coherence of public services provided to people with disabilities.
Isabelle Émond
Office des personnes handicapées du Québec - OPHQ
Isabelle Émond holds a Ph.D in education from Université de Sherbrooke and has been, since 2007, working at the Office des personnes handicapées du Québec as the Head of service for social integration evaluation and research. Beforehand she held an evaluation adviser position within the same organization (2003-2007), worked as a research officer for the Direction de la santé publique de l'Agence de la santé et des services sociaux de la Montérégie, She also worked as a lecturer and a research project coordinator for the Université de Sherbrooke Special Education program.
She is presently managing a team from the Office des personnes handicapées du Québec which is mandated to follow and evaluate the implementation of the A part entière policy the provice of Quebec governement has adopted on June 2009.
Patrick Fougeyrollas
Institut de réadaptation en déficience physique de Québec - IRDPQ
M. Patrick Fougeyrollas hold a a Ph.D Degree in anthropology from Université Laval and specialized himself into the study of disability as a social construction. From 1979 to 1986, he contributed to the development of the Office des personnes handicapés du Québec (OPHQ) research sector and coordonnated "On Equal Terms" public policy elaboration. "On Equal Terms" orientations were adopted by the government of Quebec in 1985. He currently is Director of scientific support and education at the Institut de réadaptation en déficience physique de Québec (IRDPQ), as well as, being responsible for its Université Laval affiliated institute. He is also part of the research team of Center for Interdisciplinary research in rehabilitation and social integration and is an adjunct professor at Université Laval in the Rehabilitation and Anthropology departments. With the help of Mario Bolduc and Maryke Muller he founded the International Network on the Disability Creation Process (INDCP)and is his current president. He also chairs the Canadian Society on the International Classification of Impairments, Disabilities and Handicaps (ICIDH). During his career he played an active role in the promotion of social and environmental factors inside many national and international expert committees related to rehabilitation, social integration of persons with disabilities, ICH review, research (Council of Europe, World Health Organization, United Nations, Canadian Institute for Health Information, OPHQ, Ministère de la Santé et des Services sociaux du Québec), etc. He recently was, from 1999 to 2003, a member of the board of directors of the «Canadian Center on Disability Studies».
M. Fougeyrollas is a social researcher interested in the study of the interactive person/environment processes, which are determining the quality of people with disabilities social participation in their community. He is also active into the international people with disabilities' rights and equalization of opportunitites movement. With its team of Quebec's researcher, he developed the Disability Creation Process Classification. This last conceptual model was innovative because it fully aknowledged environmental factors and clarifed what were the differences between intrinsic personal factors and situational factors. These conceptual developments fueled and influenced international debates surrounding WHO's ICIDH revision. He jointly developed with its team, especially with Luc Noreau, instruments measuring the quality of social participation and its environmental, physical and social determinants. His research program is mostly focused on the development and evaluation of health programs and policies, on the one hand, and on compensation measures of impairments, disabilities and handicap situations.
Catherine Roy
Catherine Roy has been active in the field of disability issues for the last 20 years. She has worked with various community organisations on a variety of key issues, such as: barrier-free design, health and social services, education and job integration as well as institutional and governmental policies and programs. Since 1999, Catherine's work has focused primarily on the issue of access to information technologies for persons with disabilities. Among other things, she has co-ordinated and collaborated on research and development projects, given presentations as well as written and collaborated on papers relating to access to information technologies. Catherine also serves on various committees and boards of organisations concerned with access issues. She presently works as a project coordinator for Communautique.

Charles Paré
Université du Québec en Abitibi-Témiscamingue - UQAT
Mr. Paré holds a Ph.D in Educational Psychology from Université Laval. Before, he completed a Master's Degree in Education and post-Master's studies in Analytical Psychotherapy. He currently is a member of the Ordre des conseillers et conseillères d'orientation et des psychoéducateurs et psychoéducatrices du Québec.
His Educational Psychology training, research and managing background, on the one hand, and his clinical and administration professional experiences, on the other, has been put in good use in the rehabilitation domain, and more specifically for people who experienced handicap situations.
Mr. Paré has been publishing scientific and professionnal articles in a great varierty of journals. He also jointly published an article, in collaboration with researchers from the Revue francophonne de la déficience intellectuelle, about DCP concrete applications: La participation sociale dans les habitudes de vie et identification des obstacles et des facilitateurs dans l'environnement des personnes présentant des limitations associées à un déficit intellectuel (2000).

Philippe Weber
Pro Infirmis, Switzerland
Philippe Weber is an active DCP promoter inside Swiss professionnal, research and disability rights circles. He is presently working for Pro Infirmis, which uses DCP as a tool for developing social services for Swiss adults with disabilities.
